Well the bishop and poitico representative are dead, so those are easy character development because we'll be meeting their replacements with the characters.  The politico a climber of course, because he got there.  It's so clear and trite the challenge is to make what we all now to be 'the way it is' to be interesting.

Or just another archetype, already seen.

So what's his deal ... the thing you can trust is that he's received many donations but from whom ?  What even are the defining factions of this place.  I left the military out of the coup conversation because I just don't know yet.

What I know is these colonies encircle the world, with each one performing a function.  So there would be business factions with their own colonies, manufacturing, worker living.  Military, living and base.  

What we know so far is if that the military kept the secret, successfully, from the ruling class.  Which means they either work for the church, politicos, or the businesses.

That may be because of the need for mining the ruins of Earth, or at least a good cover.  All ships exited the refineries, that's what people would see.
